can robots make ethical decisons

on the live science website, i read a topic that tries to explain if robots can make ethical decisions.what that means is would scientists be able to program robots to make human decisions even in the worst of things.if they do that then what will happen in a lose lose situation. would they make the better decision?it is a very interesting article and i would read it to find out.
